Mayor Clark called the meeting to order at 7:03 p.m.

Mayor Clark read the Proclamation and proclaimed January 2025 as ACTS OF CONNECTION MONTH in the City of Evans. The Proclamation was accepted by Elena Rosenfeld, High Plains Library District and Marge Martinez of the United Way.

Joe Kuntz, Mountain Constructors, advised Council that he placed a bid on the Evans Junction project. His company has been located in Evans for over 25 years. He knows that his company was not the lowest bidder, but he wanted to put a face with the name.

    I move to approve the appointment of Deputy City Attorney Drew Lyman to the role of Interim City Attorney, effective immediately.

    I move to approve the CitizenServe order forms as presented to allow City staff to reengage with CitizenServe and expand permitting, inspection, and business licensing capabilities as needed to support bringing these vital services back in-house after discontinuing the use of SafeBuilt’s services and proprietary software.

Cody Sims reminded Council of the Special Meeting scheduled for January 13, 2025 beginning at 6:00 p.m. Cody Sims also reminded Council of the Strategic Retreat scheduled for Saturday, January 18, 2025 beginning at 9:00 a.m. Finally he thanked the Police Department for their dedication during the last two weeks as there were multiple emergencies that were very stressful to everyone involved.

Drew Lyman thanked Council for their confidence in his ability to act as the Interim City Attorney.

Mayor Clark noted that he will be meeting with Drew Lyman later in the week regarding a contract for the City Attorney. He also reiterated the upcoming dates for the Special Meeting and the Strategic Retreat.

Council Member Fehr stated that when the City adopted the 2024 Model Traffic Code, there are a couple of sections in the Evans Municipal Code that are not clarified. He asked to have staff prepare a Work Session item to discuss the issues at an upcoming meeting.

Council Member Johnson asked Council to keep Evans in mind with every decision that is made.

Council Member Neal supports Drew Lyman as the next City Attorney.

Council Member Delaney stated that he does keep Evans at heart with every decision.
